Processing implications
Commentary
Every enquiry needs to be given a short unique name, to distinguish it from other enquiries by the same chooser. Here there can be a field with a size limit of, say, 60 characters. Then, to encourage focus on just what is being looked for, the chooser is given a text box to explain what it is they are looking for in more detail. This box can have a larger character limit, say 500, as it is only displayed when looking at that specific enquiry.
How should the essential questions be answered? Perhaps some kind of pop-up that as each question is filled in returns here directly.
If the chooser refuses to answer some essential question, they cannot progress to forming enquiry.
