There seems to be an important place for this, but it is not at all clear how to set it out in a value-neutral way. My guess is that this will take a lot of work to get right, with a lot of consultation with different parties.

Two approaches could be:

1. cultural-political norms
2. levels, stages, etc. from Kegan, Spiral Dynamics, Hall-Tonna, etc.
