A criterion is the meaning behind the kind of usually multiple-choice kind of question used in RegenCHOICE. You could say, it was any aspect of a person or opportunity people are looking for that matters to them. That is, a criterion helps distinguish between the people or opportunities that fit better, and not so well.

• A question in the broader sense is something that people don't know the answer to. Criteria have potential answer already present; questions do not.
