This page is not the template for terms, but gives the definition of the term ‘template’.
See the template for [[template:term]]s there.

A template can be
  * either for a particular [[t:namespace]] — i.e. a template for all pages in a namespace
  * or for a particular [[t:term]], where entries on that term have a natural structure.

Template pages don't have backlinks, as they are not part of the information structure itself.
And of course there can't really be a template for templates, as there are no structures on a page that are common to all pages in this wiki.
