The term question can refer to rather different things.
A open, honest question in the broader sense is a form of words that raises an issue of importance or significance to someone, but that doesn't have any fixed or simple answer.
A good research question is always open and honest, but in addition is something that can be investigated through research practices (however you understand that).
An emergent question is one that emerges from collective dialogue and reflection, again designed to engage people's interest as a question whose answer matters in some way.
A criterion question in RegenCHOICE, goes together with a set of possible answers, used to distinguish more or less desirable opportunities or people.
