The term "commoning" appears to have been introduced in “There is no commons without commoning” by Peter Linebaugh in “The Magna Carta Manifesto” (2008).((Copies available at e.g. https://provisionaluniversity.wordpress.com/wp-content/uploads/2012/12/peter-linebaugh-the-magna-carta-manifesto-liberties-and-commons-for-all-2008.pdf and https://www.jstor.org/stable/10.1525/j.ctt1pp4q2 ))

It was subsequently popularised by others, including notably by David Bollier and Silke Helfrich.
