A user can have one of 5 possible relations with a particular Question, broadly relating to how acceptable the question is and whether they have accepted to answer it or not. 
  * [[ch:t:unaddressed]] – UNADD – they haven't seen it at all
  * [[ch:t:unanswered]] – UNANS – it has been seen but not answered
  * [[ch:t:answered]] – ANSWD – they have given an answer
  * [[ch:t:refused]] – REFSD – they understand the question but refuse to answer
  * [[ch:t:confused]] – CNFSD – they can't make enough sense to decide

This is separate from whether users [[ch:t:mute]] an answer in any particular enquiry.
