====== EnqID ======

The ID of the enquiry: this is a key variable that is not dependent on any other variables.
It is personal to the participant.

User's enquiry ID: a number, can be sequential, but must be unique and not reused, for each enquiry they initiate. It is meant to be attached to a particular desired person or position, so needs to stay the same through changes of requirements for that enquiry.

Not sure if it would be nice to allow users to branch off a separate enquiry based on an existing one.
