Transparent/consultative
People have full transparent access to all the information about the proposal, so that they can make up their own minds. All stakeholders are consulted at several stages of the process, and their input is taken into consideration, and feedback is given on how the input has influenced the proposal.

Unaided opinions
We ask everyone for their opinion about every proposal that is brought, and we assume that people have an idea of whether to support or reject a proposal based on their own sources of information, or their trust in the people who are proposing. We do not expect to need to provide any information on which proposals are based, particularly if it is confidential.
